Georgia is defined by DDP's apprehension_state_filled_in field; of the 28,220 Georgia arrest rows, 1,398 carry no state in ICE's own field and are attributed to Georgia by DDP's inference from the event landmark. The ICE 'Atlanta' area of responsibility also covers North and South Carolina and is not used as the filter. Nationally, 40,845 deduplicated arrests carry no state in either field (2,018 of them made by the Atlanta area of responsibility) and are counted in no state's series, so the Georgia figures are a floor; that gap is proportionally largest before 2025. Arrests are deduplicated with DDP's duplicate_drop_row flag (ICE records some arrests more than once): 653 rows were dropped, leaving 27,567 arrests. The companion dataset ice_arrests_with_detention_stays is the same arrests joined to their detention outcome — use it for the share of arrests that led to detention, and this dataset for arrest counts. The source has no county field, so this dataset is STATE-ONLY: county_fips is NULL on every row and there is no county breakdown.
