Overview

State Charter Schools Commission of Georgia (SCSC) academic comparison for each state charter school, from SCSC's Comprehensive Performance Framework (CPF) results. Each row gives the charter's score on one academic measure in one grade band (elementary, middle, high, or the whole school) beside two comparison-zone scores, and the charter's margin over each. The school comparison score is the CCRPI score of the local schools the charter's students are zoned to attend, weighted by the share of the charter's students zoned to each; the district comparison score is the same weighting at district level. SCSC computes both from student addresses in GaDOE's Student Record, so they cannot be rebuilt from public data. A positive margin means the charter scored above its comparison zone. Every score is on the 0-100 CCRPI point scale. School years 2020-21 to 2024-25 (gold years 2021-2025); 2019-20 has no academic data because Georgia Milestones were not given (COVID). The measures change by year: 2021 used three stopgap measures (CCRPI was waived) and only a school comparison; 2022 has content mastery and progress, where progress is SCSC's own Student Growth Percentile replication of CCRPI Progress (calculated by Georgia Southern University), not GaDOE's CCRPI Progress; 2023-2025 have CCRPI content mastery, progress and the grade band score. Whole-school rows exist for 2022-2024 only. Each state charter school is its own single-school charter district, so rows are keyed by that district's 7-digit district_code with school_code NULL. SCSC's Value-Add measure, a statistical effect size on a different scale, is not included.

Row grain: One row per year, district_code, school_code, grade_cluster, measure.

grade_clusterGrade Clusterstring——noGrade band: elementary, middle, high, or all (SCSC's enrollment-weighted whole-school score, 2022-2024 only).
Full description
Grade band the scores describe: elementary, middle, high (SCSC's E/M/H), or all, SCSC's Whole School Score, which SCSC's framework defines as an enrollment-weighted average of the school's band scores (for example 60% elementary plus 40% middle), compared with the same weighting of the comparison-zone scores. It is never a sum, and cannot be rebuilt from the band rows because SCSC does not publish the weights. Whole-school rows exist for 2022 (content mastery only) through 2024; SCSC dropped them for 2025. Two kinds of whole-school value in SCSC's file cannot be that weighted average and are set to NULL here (17 cells), so their margins are NULL too. (1) When a band has no charter score (too few students, or not available), SCSC's whole-school charter score counts that band's enrollment share as 0, while the whole-school comparison scores still include that band's zone, which understates the charter. The whole-school charter score is NULL on those 15 rows (2022: 2, 2023: 11, 2024: 2); their comparison scores are kept. For example Atlanta Unbound Academy (7830632) 2024 progress was published as 27 against 82 (margin -55), while its only scored band, middle, is 79 against 80. (2) Georgia Fugees Academy (7830634) 2022 whole-school content mastery was published as charter 40.14 and school comparison 47.74, outside the range of its band values (charter 16.7-22.1, comparison 39.2-42.6) and consistent with a column shift in SCSC's file; both are NULL here. SCSC's own schoolwide designations used the published values (see the state_charter_accountability_designations topic).

measureMeasurestring——noAcademic measure compared: content mastery, progress or grade band score (2022 on), or one of three 2021 stopgap measures.
Full description
SCSC academic measure. content_mastery: CCRPI Content Mastery (2022-2025). progress: CCRPI Progress (2023-2025); in 2022 it is SCSC's own Student Growth Percentile replication of CCRPI Progress (calculated by Georgia Southern University), because GaDOE published no CCRPI Progress that year. grade_band_score: SCSC's combination of the CCRPI components with the 2019 CCRPI Calculation Guide weights (2023-2025). 2021 only, when CCRPI was waived and SCSC built stopgap measures from Georgia Milestones files: content_mastery_adjusted (SCSC-calculated content mastery adjusted for participation), content_mastery_non_adjusted (the same without the participation adjustment) and gadoe_achievement (GaDOE achievement scores for full-academic-year students). Measures are different scales of achievement and are never combined.

charter_scoreCharter Scorenumberscore0–100yesThe charter school's own score on the measure and grade band (0-100 CCRPI points).
Full description
The charter school's own score on the measure, as SCSC reports it. On the 0-100 CCRPI point scale, as SCSC published it (never rounded here): full decimals through 2023, whole numbers from 2024, when SCSC began calculating every score to the nearest whole number. A value within 1e-9 outside 0-100 (floating-point noise in SCSC's file) is set to the bound. It is the school's CCRPI score: content mastery matches the ccrpi_scoring_by_component topic within 0.5 points on 337 of 339 comparable rows (2022-2025), and progress on all 256 comparable rows (2023-2025). The two exceptions are International Charter School of Atlanta (7820614) 2022 elementary (84.7 here, 89.7 there) and middle (78.7 vs 94.2): SCSC's figures, published as given. One value is set to its bound: Yi Hwang Academy of Language Excellence (7830625) 2023 whole-school (all) progress, published as 100.00000000000007, is 100 here. The school has only elementary rows and its elementary progress is exactly 100, so the excess is floating-point noise in SCSC's weighted average. Apart from the 16 whole-school values set to NULL (see null_meaning), every other value is published as given.
school_comparison_scoreSchool Comparison Scorenumberscore0–100yesScore of the local schools the charter's students are zoned to, weighted by where they are zoned (0-100).
Full description
SCSC's school comparison zone score: the scores of the traditional public schools the charter's students are zoned to attend, weighted by the share of the charter's students zoned to each (zoning from student addresses in GaDOE's Student Record; not reproducible from public data). It is the comparison SCSC published for every year and grade band (the only one in 2021; the district comparison covers only part of 2022). In 2022-2024 SCSC credited a charter for outperforming either this or the district comparison.

SCSC's district comparison zone score: the same weighting as the school comparison, at district level. In 2022-2024 SCSC credited a charter for outperforming either the school or the district comparison, in every grade band. The 2024-25 framework (gold 2025) uses the district comparison only for the middle and high grade bands, so the 2025 elementary district comparison scores in SCSC's file were not used in its 2025 designations; they are published as given.
margin_over_school_comparisonMargin Over School Comparisonnumberscore-100–100yesCharter score minus its school comparison score, in CCRPI points; positive means the charter scored higher.
Full description
charter_score minus school_comparison_score, derived here and never rounded: how many 0-100 CCRPI points the charter scored above (positive) or below (negative) the schools its students would otherwise attend. The key metric because the school comparison is the one SCSC published for every year and grade band; in 2022-2024 SCSC also credited a charter for beating the district comparison (see margin_over_district_comparison). See grade_cluster for the whole-school values set to NULL.

Notes & limitations

NULL handling

  • Suppressed cells (values the source withholds, usually for a group too small to report) are NULL, never zero.
  • Zero is a real, reported value.

Limitations

Suppressed cells are NULL (not zero). District rows have NULL school_code. Scores and margins never add up: not across measures, grade bands, schools or years. The whole-school (grade_cluster all) row is an enrollment-weighted average of the band rows, with weights SCSC does not publish, and an average across schools is unweighted. Whole-school values that cannot be that weighted average are NULL here (17 cells: charter scores that count a band with no charter score as 0, and Georgia Fugees Academy 2022 content mastery; see grade_cluster), although SCSC's schoolwide designations used them. The measures change by year (2021 stopgap measures; 2022 progress is SCSC's own growth replication, not CCRPI Progress), so a trend in one measure is only meaningful within the years it covers. The comparison scores are SCSC's own and cannot be rebuilt from public data. SCSC's per-row determination letters are not carried: they could not be confirmed as one consistent designation across years. SCSC's Value-Add measure is not included.
