Overview

New HIV diagnoses (any stage, including people first diagnosed at stage 3, AIDS) among Georgia residents in each calendar year 2019-2024, for Georgia and each of its 159 counties (the county of residence at diagnosis): the number of diagnoses and diagnoses per 100,000 residents, from the Georgia Department of Public Health's annual HIV Surveillance Summary Reports. DPH censors counts of 1 to 4 and calculates no rate under 12 diagnoses.

Row grain: One row per year, county_fips, tract_geoid.

Key metric

hiv_diagnoses_per_100k — New HIV Diagnoses per 100,000 (rate_per_population)

The single headline value most answers want.

num_hiv_diagnosesNew HIV Diagnosesintegercount—yesNumber of people newly diagnosed with HIV in the year (any stage) whose address at diagnosis was in the county, or in Georgia on the state row, as DPH publishes it. DPH censors 1 to 4 (printed '<5'; NULL here); a published 0 is a real zero. Georgia row: Table 1's statewide total (the county table's 'Georgia (Total)' row in 2023-2024 is equal to it). County values add up only where none is NULL, and even then fall short of the Georgia row: some cases are assigned to no county.

hiv_diagnoses_per_100kNew HIV Diagnoses per 100,000numberrate_per_population—yesNew HIV diagnoses per 100,000 residents in the year (crude). NULL under 12 diagnoses (DPH's rule; the rates DPH's 2019-2021 reports printed on 5-11 are removed). Georgia 2019-2022: our calculation from DPH's count and population.
Full description
New HIV diagnoses per 100,000 residents in the year, crude (all ages, not age-adjusted), over DPH's population estimate for the same year (OASIS), rounded to 0.1. County rows: DPH's printed rate, published only where the county had 0 (rate 0.0) or at least 12 diagnoses. Georgia row: DPH's printed rate in 2023-2024; in 2019-2022, when the reports print no state rate, our calculation: Table 1's count / the Georgia population the same report prints x 100,000 (the same calculation reproduces DPH's 2023 and 2024 Georgia rates exactly). Rates never add or average across counties and no county population is published to weight them: the Georgia row is the statewide rate. Correctional facilities can inflate a county's rate. The highest is 112.6 (Butts County, 13035, 2022: 30 diagnoses), preserved as published.

Notes & limitations

NULL handling

  • Suppressed cells (values the source withholds, usually for a group too small to report) are NULL, never zero.
  • Zero is a real, reported value.

Limitations

New HIV diagnoses by county of residence; 2020 is low because COVID-19 cut HIV testing, and the Georgia rate for 2019-2022 is our calculation. DPH censors counts of 1 to 4 (printed '<5': NULL here, never a zero or backed out of a total) and calculates no rate under 12 cases. People living in correctional facilities are included, which DPH warns may inflate rates where many inmates have HIV; in Stewart County many cases are associated with a federal immigration detention facility. Most counties have fewer than 12 diagnoses in a year, so no rate; DPH's 2019-2021 reports printed rates on counts of 5 to 11 anyway, and those are NULL here too, so every year follows the same rule. The Georgia row's count is DPH's statewide total (Table 1); its rate is DPH's for 2023-2024, and for 2019-2022, when DPH printed no state rate, it is our calculation: the count divided by the Georgia population the same report prints (OASIS), x 100,000, which reproduces DPH's 2023 and 2024 rates exactly. County figures do not add up to the Georgia row: censored counts are missing from any county sum, and some cases are assigned to no county (DPH does not say why). Rates are crude (diagnoses per 100,000 residents of all ages), not age-adjusted, and cannot be pooled or averaged across counties from this table (no county population is published): use the Georgia row for the state. A diagnosis depends on testing, so diagnoses are not new infections. Each year is as DPH's report for that year published it (DPH waits for late reports before publishing); later reports are not used to revise earlier years. DPH's statewide splits by gender identity, race and ethnicity, age and transmission category, and its late and stage 3 (AIDS) diagnoses, are not in this table (they carry no rates); people living with diagnosed HIV are the separate topic people_living_with_hiv. tract_geoid is always NULL.
