Overview
Medicare beneficiaries in Georgia and each of its 159 counties who are also enrolled in Medicaid (dual eligibles), by CMS's dual-status groups: full-benefit and partial-benefit dual eligibles, and the six Medicare Savings Program and Medicaid groups within them (QMB Plus, SLMB Plus, other full-benefit Medicaid; QMB Only, SLMB Only, QDWI/QI). Monthly from January 2013 through the July 2026 release, plus CMS's annual person-year figure for 2013-2025. The headline is each group's share of all Medicare beneficiaries in the place; for dual_status 'all', the share who are dual eligible.
Row grain: One row per year, county_fips, tract_geoid, month, dual_status.
pct_of_beneficiaries — Share of Medicare Beneficiaries (proportion)

month | string | — | — | no | '01'-'12' = enrolled in that month; 'all' = the year's person-year average.Full description▾Calendar month, '01'-'12': beneficiaries enrolled in that month. 'all' is CMS's annual figure for the year, in person-years (months enrolled during the year / 12, i.e. average monthly enrollment): not December and not a sum of the months, which never add up (the same people are counted every month). 2026 has months '01'-'07' only and no 'all' row. Pin 'all' for annual figures. 13 allowed values▾

dual_status | string | — | — | no | Which dual eligibles: 'all', full- or partial-benefit, or one of six Medicare Savings Program / Medicaid groups.Full description▾CMS's Medicare-Medicaid dual-status group: 'all' = every dual eligible (CMS DUAL_TOT_BENES); 'full_dual' = full-benefit dual eligibles, with Medicare and full Medicaid benefits (FULL_DUAL_TOT_BENES) = qmb_plus + slmb_plus + other_full_dual; 'partial_dual' = partial-benefit dual eligibles, for whom Medicaid pays only Medicare premiums and/or cost sharing through a Medicare Savings Program (PART_DUAL_TOT_BENES) = qmb_only + slmb_only + qdwi_qi; 'qmb_plus' = Qualified Medicare Beneficiaries with full-benefit Medicaid; 'slmb_plus' = Specified Low-Income Medicare Beneficiaries with full-benefit Medicaid; 'other_full_dual' = other full-benefit Medicaid enrollees with Medicare, in neither the QMB nor the SLMB group; 'qmb_only' = Qualified Medicare Beneficiaries without other Medicaid (income up to 100% of the federal poverty level; Medicaid pays their Part A premiums, if any, and Part B premiums); 'slmb_only' = Specified Low-Income Medicare Beneficiaries without other Medicaid (income 100-120% of poverty; Medicaid pays the Part B premium); 'qdwi_qi' = Qualified Disabled and Working Individuals (Medicaid pays the Part A premium) plus Qualifying Individuals (income 120-135% of poverty; Medicaid pays the Part B premium). 'all' is every dual eligible, not every Medicare beneficiary (that total is num_beneficiaries). Values nest, so never add across them. 9 allowed values▾

pct_of_beneficiaries | number | — | yes | Share of all Medicare beneficiaries in the place who are in this dual-eligible group (dual_status 'all': share who are dual eligible).Full description▾Our calculation, num_dual_eligible / num_beneficiaries, on the 0-1 scale (0.19 = 19%): the share of all Medicare beneficiaries in the place who are enrolled in Medicaid too, in the dual_status group. On month = 'all' rows it is a share of person-years. For several counties or periods, pool as SUM(num_dual_eligible) / SUM(num_beneficiaries) over rows of one dual_status where the count is published; never average county shares. | |
num_dual_eligible | integer | — | yes | Medicare beneficiaries enrolled in Medicaid too, in the dual_status group, as published by CMS: enrolled in the month, or person-years on month = 'all' rows. The numerator of pct_of_beneficiaries. A count of people, so never sum it across months or across dual_status values (they nest).Full description▾Medicare beneficiaries enrolled in Medicaid too, in the dual_status group, as published by CMS: enrolled in the month, or person-years on month = 'all' rows. num_beneficiaries | integer | — | yes | All Medicare beneficiaries living in the place (CMS TOT_BENES): enrolled in the month, or person-years on the month = 'all' row. A count of people, so never sum it across months. NULL handling
- Suppressed cells (values the source withholds, usually for a group too small to report) are NULL, never zero.
- Zero is a real, reported value.
Limitations
Medicare beneficiaries also enrolled in Medicaid, Georgia and its 159 counties, monthly from January 2013 to July 2026. The annual row (month = 'all', 2013-2025) is CMS's person-year figure, average monthly enrollment: not everyone enrolled during the year, and not December's count. 2026 is partial (January-July): monthly rows only, no 'all' row. CMS suppresses small counts of the six program groups on some county rows (never all, full_dual or partial_dual). pct_of_beneficiaries is our calculation, num_dual_eligible / num_beneficiaries, from CMS's published counts. Person-years are the months each beneficiary was enrolled during the calendar year, summed and divided by 12, so the annual row is never a sum of months, and someone enrolled part of the year can count partly in more than one category; never treat 2026's latest month or an average of its months as the year's figure. CMS suppresses counts of 1-10 beneficiaries and counter-suppresses others so a suppressed count can't be recovered (shown as '*'); those cells are NULL here and are never filled in from other figures. A 0 is a real count. By group, qmb_plus is suppressed on 25% of county rows and slmb_plus on 25% (mostly 2013-2017 and in small counties), the other groups on under 1%, so a sum of program groups across counties is a floor, and the subtotals (full_dual, partial_dual) are never rebuilt from their groups. CMS's Unknown county (13999) is left out: it is not a county and CMS suppresses all of it, so the county rows need not add up to Georgia's state row. For all dual eligibles the state row minus the 159 counties is 0 to 3 in monthly rows and -10 to 3 in annual rows (person-year rounding). A county's change from December to January can partly reflect CMS reassigning beneficiaries' county of residence, not a change in enrollment (inferred, since CMS does not document it: the state total moves smoothly while neighboring counties step in opposite directions; from December 2023 to January 2024, for example, Catoosa lost 739 beneficiaries while Walker gained 709). The groups nest (full_dual + partial_dual = all; full_dual = qmb_plus + slmb_plus + other_full_dual; partial_dual = qmb_only + slmb_only + qdwi_qi), exactly in monthly rows and within 1-2 in annual rows. Do not compare the full-benefit program groups (qmb_plus, slmb_plus, other_full_dual) across 2017: statewide annual qmb_plus went from 16,922 in 2016 to 27,816 in 2018 while other_full_dual fell from 119,785 to 115,290, a shift between the groups whose cause CMS does not document; full_dual and all were far less affected. Dual status follows Medicaid enrollment, so it moves with Medicaid policy: Georgia's dual eligibles rose while federal continuous-enrollment rules kept people on Medicaid (March 2020 to March 2023) and fell after renewals resumed in 2023. From the July 2026 release. CMS publishes a new release each month that restates the whole series from January 2013, so earlier months can be revised and the figures here are replaced when the data is refreshed. tract_geoid is always NULL.
