ICE 287(g) Agreements with Georgia Agencies

Limitations

Calendar years, not federal fiscal years (an enforcement-program topic): `year` is the calendar year the agreement was SIGNED for `num_agreements_signed`, and the calendar year on whose 31 December the in-force stock is taken for `num_agreements_active`, so a figure here will not match a count reported for a federal fiscal year (October 1 - September 30). Coverage runs from 2002 (the program's first signing, 2002-07-02) to 2026; Georgia's first agreements were signed in 2007, so earlier years are real zeros. 2026 is partial: this release is current to 2026-09-18 (the latest ICE list the Deportation Data Project absorbed), and its active count is taken on that date instead of 31 December. ICE's own list of 2026-09-21 already shows 1 Georgia signing(s) after that date, which the next release will carry. `num_agreements_active` counts agreements on ICE's list on 31 December, derived from the listing window (first list showing the agreement on or before the date, and no later list without it). Listing lags signing: since March 2025 ICE dates its own lists and the lag is days; before that the lists are undated and dated here by their Wayback Machine capture, weeks to months late (Gwinnett's October 2009 MOA was first captured in April 2010, so it is not active on 31 December 2009), and an agreement's end is the first capture without it. The Deportation Data Project's agreement listing windows begin with the first archived ICE list it dates (2008-04-29); ICE's undated 2007-08 lists attest agencies, not agreement windows. The active count is therefore NULL (not derivable) for 2007, when Georgia agreements were already in force; 2002-2006 precede every Georgia signing and are real zeros, and the signed count is complete in every year. These are agreements, not agencies: one agency may hold up to three at once (one per model), and every renewal or re-signing ICE listed is a new agreement in the year it was signed. The count of distinct agencies is not published here. ICE relabeled Hall County's 2008 Jail & Task Force MOA as a Jail Enforcement Model MOA in 2013 (same signing date); the source keeps both labels as agreements, so 2008 counts that one signing once under each model. `agreement_type` merges the historical spellings (`JAIL ENFORCEMENT`, `Jail Enforcement` -> jail enforcement model; `TASK FORCE` -> task force model) and keeps the 2008-2013 combined jail & task force MOA distinct. Geography is the signing agency's county: a municipal police department counts in the county it sits in. Statewide and multi-county agencies - Georgia Department of Corrections (2); Georgia Department of Public Safety (2); Northern Judicial Circuit Probation Office (1) - have no single county and appear in state rows only, so county rows sum to at most the state row. No suppression: rows are agreements between ICE and an agency, not people, so the domain's county small-cell rule does not apply and every published zero is real. The agency behind each agreement (its FBI ORI) is not published yet. Signing dates are ICE's printed dates after the Deportation Data Project's corrections.
