Resumen

State Charter Schools Commission of Georgia (SCSC) accountability designations for each state charter school, from SCSC's Comprehensive Performance Framework (CPF). Each year SCSC rates each state charter school in three areas and gives one designation per area: academic (is the school giving students a better educational opportunity than the traditional local schools they are zoned to, its comparison zone?), financial (is the school fiscally viable and responsible?) and operations (is the organization effective, compliant and well run?). Each row is one school, school year and area with its designation, so there is no numeric column: count rows to count schools. In one year and area every school has exactly one row, so the rows grouped by designation answer 'how many schools met the standard?'. For school year 2024-25 (gold 2025), SCSC's published headline is 28 of 48 schools outperforming their comparison zone (academic exceeds or meets), 22 of 48 meeting financial standards and 42 of 48 meeting operational standards; these rows reproduce those counts. School years 2019-20 to 2024-25 (gold years 2020-2025). Designations are meets, approaches and does_not_meet in every area and year; from 2023-24 (gold 2024) the academic area adds exceeds (outperforms the comparison zone by 10 or more points in every grade band served) and varied (meets in one grade band and does not meet in another). not_rated (academic only, 33 rows) means SCSC gave no academic designation: all 30 schools in 2019-20 (Georgia Milestones were not given because of COVID, so there were no academic data); DeKalb Brilliance Academy (7830637) in 2022-23 and Sankofa Montessori (7830646) in 2023-24, whose CPF reports give Academic Performance 'Not Available' (too new to have the data); and Excelsior Village Academies (7830648) in 2024-25, where SCSC's data download has no academic designation (NA) and no charter scores, but SCSC's 2024-25 CPF report lists the school as 'Does Not Meet Standards' while every grade-band designation in it reads NA. These rows follow the data download (not_rated); either way the school is not counted as exceeding or meeting the standard. Designations are SCSC's own judgments under each year's framework, and the frameworks changed over the years (the academic designation compares a school with its comparison zone, not with a fixed bar). The scores behind them are in the sibling datasets State Charter Academic Comparison and State Charter Financial Performance; when both were built (2026-10-27) every financial designation here matched the one implied by that dataset's indicator totals. Two exceptions to SCSC's printed reports, kept as the download gives them: Zest Preparatory Academy (7830645) and RISE Preparatory Charter School (7830647) in 2023-24 (gold 2024) are does_not_meet for financial here, while SCSC's 2023-24 CPF report covers say financial 'Not Available' (their FY2024 audits were late); their points in the financial dataset also give Does Not Meet. Coverage: SCSC's data download omits schools its CPF reports rate in the first two years: Coastal Plains, Foothills Education and Mountain Education Charter High Schools in 2019-20 and 2020-21, and Harriet Tubman School of Science and Tech in 2020-21, so 2020 has 30 of the 33 schools SCSC rated and 2021 has 35 of 39; from 2021-22 the download has every school the reports rate. Each state charter school is its own single-school charter district, so rows are keyed by that district's 7-digit district_code with school_code NULL; school names come from the districts dimension.

This source has no suppression. District rows have NULL school_code. No numeric column: each row is one school, year and area with its designation, so counts of schools are counts of rows within one year and area (each school has three rows a year, one per area). not_rated (academic only) is SCSC giving no academic designation: every school in 2020 (no Georgia Milestones, COVID), two new schools in 2023 and 2024, and Excelsior Village Academies (7830648) in 2025, which SCSC's 2024-25 CPF report lists as Does Not Meet Standards although its data download says NA. exceeds and varied begin in 2024, so academic counts of meets before and after 2024 are not comparable. Designations are SCSC's judgments under each year's framework, which changed over the years; SCSC's 2024-25 presentation restates earlier academic designations under the 2024-25 rules, while these rows keep each year's own. 2020 and 2021 lack four schools SCSC rated (30 of 33 and 35 of 39; see the description), so a count for those years is not SCSC's full count. Zest Preparatory Academy and RISE Preparatory Charter School 2024 financial: does_not_meet here, 'Not Available' (late audits) in SCSC's report.
