Resumen
State Charter Schools Commission of Georgia (SCSC) financial performance results for each state charter school, from the financial section of SCSC's Comprehensive Performance Framework (CPF). Each row gives the CPF points a school earned on one financial measure in one school year (points_earned), beside the most the measure could earn under that year's framework (points_possible); measure 'all' is the indicator's total, derived here as the sum of its measures' points. SCSC scores each measure from the school's independent audit and its own monitoring against fixed thresholds (a current ratio above 1.0 earns all 15 points, 0.9-1.0 earns 10, otherwise 0). The data has the points only, not the underlying ratios or values (the current ratio itself, days of cash, the debt-to-income percentage), which appear only in SCSC's per-school CPF reports. School years 2019-20 to 2024-25 (gold years 2020-2025). Through 2022-23 the financial section was one 100-point score over seven measures (the frameworks' Near-Term Measures, 70 points, and Sustainability Measures, 30 points, rated together), carried here as indicator fiscal_viability and rated 80-100 Meets, 70-79 Approaches, 0-69 Does Not Meet. From 2023-24 there are two separate 100-point indicators: fiscal_viability (six audit-ratio measures) and fiscal_management_and_oversight (six compliance measures, including enrollment variance, moved from the near-term measures). Each is rated against the same cutoffs; a school Meets financial standards with 80 or more points on both, Does Not Meet with under 70 on both, and Approaches otherwise. The two indicators are never added together. The measures and their points changed in 2023-24 and again in 2024-25, so fiscal viability scores compare only within 2020-2023, and 2024 and 2025 each stand alone. 2024-25 (gold 2025): SCSC scored fiscal viability under both the 2024-25 framework (the New Method) and the 2023-24 framework (the Old Method) and gave each school the higher score. These rows carry the New Method points for every school; for the 17 of 48 schools whose Old Method score was higher, SCSC's published fiscal viability score is exactly 5 points above the total here (for example Georgia Cyber Academy, 7820120: 95 here, 100 published), because the Old Method gives 20 points rather than 15 for a debt to asset ratio under 95%. For the other 31 schools SCSC's published score is the total here. The New Method also adds 5 debt to income points for building-related debt and takes days cash from the audit firm's calculation, which can change a school's days-cash band: 6 schools score 5 points and 2 score 15 points higher under the New Method. The Old Method's measure points are not in SCSC's data download; applying the rating rule to these totals still gives SCSC's published financial designation for all 48 schools. 2023-24 (gold 2024): for Zest Preparatory Academy (7830645) and RISE Preparatory Charter School (7830647) SCSC published three different results. These rows give 30/35 and 35/15 (fiscal viability / fiscal management and oversight), as SCSC's data download has them. SCSC's 2023-24 report says no financial scores are available because each school had not submitted its independent audit for fiscal year 2024, leaves the points blank on each school's financial pages and prints 'No Score Available', yet its summary table shows 65/55 and 65/35. For RISE the report also says the school received all 20 adherence to GAAP standards points, where the download gives 0; with them its fiscal management and oversight total would be 35, the summary table's figure. Every version rates both schools Does Not Meet. 2020-21 (gold 2021): SCSC granted every school the full 15 enrollment variance points because of COVID enrollment swings. 2019-20 (gold 2020): SCSC still calculated financial scores, but they counted toward charter renewal only if they improved a school's renewal status. Each state charter school is its own single-school charter district, so rows are keyed by that district's 7-digit district_code with school_code NULL.

indicator | string | — | — | no | CPF financial indicator: fiscal viability (every year) or fiscal management and oversight (2024 on). Separate 100-point scores, never added together.Descripción completa▾CPF financial indicator. fiscal_viability: the audit-ratio measures (current ratio, unrestricted days cash, annual debt to income, default, efficiency margin, debt to asset ratio). From 2024 (school year 2023-24) it is the framework's Indicator 1: Fiscal Viability. Through 2023 the frameworks split the same measures, plus enrollment variance, into Indicator 1: Near-Term Measures (70 points) and Indicator 2: Sustainability Measures (30 points) and rated their combined 100 points as the financial score; that combined score is carried here under the 2023-24 name. fiscal_management_and_oversight (2024 on): the framework's Indicator 2: Fiscal Management & Oversight (adherence to GAAP, to federal financial requirements, to the Local Units of Administration manual and to the school's own financial policies, enrollment variance, timely audit submission). Before 2024 those compliance measures, other than enrollment variance, were scored in the CPF operations section, which this dataset does not include. Each indicator is out of 100 points and rated on its own (80-100 Meets, 70-79 Approaches, 0-69 Does Not Meet); adding the two gives no SCSC figure. 2 valores permitidos▾

measure | string | — | — | no | Financial measure scored, or all: the indicator's total points out of 100.Descripción completa▾CPF financial measure, with its points available (points_possible gives each row's). all: the indicator's total, the sum of its measures' points (derived here; SCSC rates this total), so adding a school's measure rows to its all row counts the indicator twice. Fiscal viability measures: current_ratio (current assets / current liabilities; 15 every year), unrestricted_days_cash (15 through 2023, 20 from 2024), annual_debt_to_income (15 through 2023, 20 in 2024, 25 in 2025 including 5 for acquiring building-related debt), default (10), efficiency_margin (15) and debt_to_asset_ratio (15 through 2023, 20 in 2024, 15 in 2025). enrollment_variance is a fiscal viability measure worth 15 through 2023 and a fiscal management and oversight measure worth 10 from 2024. Fiscal management and oversight measures from 2024: adherence_to_gaap_standards (20), adherence_to_federal_financial_requirements (15), adherence_to_the_local_units_of_administration_manual (15), adherence_to_the_schools_own_financial_policies_and_procedures (20), enrollment_variance (10) and timely_audit_submission (20). 13 valores permitidos▾

points_earned | integer | 0–100 | no | CPF points the school earned on the measure; on measure all, the indicator's total out of 100.Descripción completa▾CPF points the school earned, as SCSC published them (whole numbers). On a measure row: the points awarded for that measure under the year's framework, from 0 up to points_possible. On a measure 'all' row: the indicator's total, the sum of its measure rows, out of 100, which SCSC rates 80-100 Meets, 70-79 Approaches, 0-69 Does Not Meet. Points only: the underlying ratios and values are in SCSC's per-school CPF reports, not here. 2021 (school year 2020-21): SCSC granted every school the full 15 enrollment variance points because of COVID enrollment swings. 2025 (2024-25): fiscal viability points follow the 2024-25 method; SCSC's published fiscal viability score is exactly 5 points higher for the 17 of 48 schools that scored better under the 2023-24 method (for the other 31 the published score is the total here). 2024: Zest Preparatory Academy (7830645) and RISE Preparatory Charter School (7830647) differ from SCSC's 2023-24 report, which prints no financial score on their own pages and other totals in its summary table (see the table description). The framework changed the measures and points in 2024 and 2025, so fiscal viability points compare only within 2020-2023. | |
points_possible | integer | 0–100 | no | Most points the measure could earn under that year's framework; 100 on an indicator total (all).Descripción completa▾Maximum points available for the measure under the CPF framework that governed the year, taken from SCSC's framework documents (not the data download) by year and measure: 2020-2023 from the 2019-20 to 2022-23 frameworks, 2024 from the 2023-24 framework, 2025 from the 2024-25 framework. Each indicator's measures add to 100, so the all rows carry 100. points_earned / points_possible is the share of the measure's points the school earned. |

Limitaciones
This source has no suppression; a 0 is a real reported value. District rows have NULL school_code. Points never add across the two indicators: fiscal viability and fiscal management and oversight are separate 100-point scores. Adding a school's measure rows to its all row counts the indicator twice. The framework changed the measures and their points in 2024 and 2025, so a fiscal viability trend is only meaningful within 2020-2023. 2025 fiscal viability points follow the 2024-25 method; SCSC's published score, the higher of two methods, is exactly 5 points higher for 17 of 48 schools. In 2024 two schools (7830645, 7830647) differ from SCSC's report, which prints no financial score on their own pages and other totals in its summary table. The data has points only, not the financial ratios they score. Before 2024 the compliance measures of fiscal management and oversight were scored in the CPF operations section and are not included.
