One row per fiscal year and nationality, plus Georgia's total (nationality = 'all').

year is the FEDERAL FISCAL YEAR (October 1 - September 30), the reverse of this domain's calendar-year enforcement topics: FY2024 runs from 2023-10-01 to 2024-09-30. Figures match RPC's published reports. PARTIAL YEAR: FY2026 covers 2025-10-01 through 2026-08-31 only (fiscal year to date). RPC's fiscal-year-to-date report is replaced by the year-end report once published; never compare it with a full year. The state concept changes: FY2012-FY2020 reports count arrivals by Placement State, FY2021-FY2023 by Affiliate State (the state of the resettlement agency affiliate), and FY2024 onward by Actual Destination State, which RPC defines as the placement state for Virtual R&P cases and the affiliate state for all other cases. For conventionally placed refugees the three coincide, and the series is published as one. Refugees only: Special Immigrant Visa (SIV) recipients who receive resettlement (R&P) benefits are excluded from every report, so the Afghans counted here are refugees, not SIV holders; Amerasian/SIV arrivals are a separate RPC report. RPC notes that historical monthly arrivals are subject to change due to reconciliation, so a re-issued report can differ from an earlier one; the FY2024 report is RPC's `_updated` re-issue (as of 30 Oct 2024). Data-pull timestamps printed on the PDF reports: FY2021 10/5/2021 12:47:17 PM; FY2022 10/4/2022 4:49:48 PM; FY2023 10/7/2023 2:05:00 AM; FY2024 11/13/2024 3:38:18 PM; FY2025 11/18/2025 7:38:09 PM; FY2026 9/3/2026 10:56:36 AM; the FY2012-FY2020 spreadsheets print none. From FY2020 RPC notes that, under the settlement in Doe et al. v. Trump (W.D. Wash.), certain arrivals count toward the FY2018 admissions ceiling: this affects which ceiling an arrival counts against, not the arrival counts. nationality is RPC's recorded nationality: 68 nationalities (every one with a Georgia arrival in some year) plus 'all' = Georgia's total (69 values). The FY2021+ reports head the column 'PA Nationality' (principal applicant). FY2021-FY2023 truncated labels and 'Gambia'/'The Gambia' are unified; congo is the Republic of the Congo, distinct from dem_rep_congo; sudan is distinct from republic_of_south_sudan; burma is RPC's name for Myanmar. FY2025's report prints no state totals, so its 'all' row is the sum of Georgia's nationality rows. A 0 is a real zero: RPC lists only nationalities with arrivals, and every year's rows reconcile to the total, so a nationality absent from a year had no Georgia arrivals. RPC publishes exact counts down to 1 with no suppression. Statewide only: the report has no county or city, so county_fips is always NULL. Annual only: the FY2021+ reports also give fiscal months, which are not published here. The FY2022 (page images) and FY2024 (fonts with no text mapping) reports were read by OCR. Every Georgia row was verified twice - its months sum to its total and the rows sum to Georgia's total - and matches the published totals; 7 rows needed a cell re-read and 0 could not be verified (NULL).
