year is the CALENDAR year and month the calendar month of admission - the reverse of the sibling refugee_arrivals topic, whose year is the federal fiscal year (October-September) that RPC publishes. A calendar year here spans two fiscal-year reports, so its total will not match RPC's or refugee_arrivals's figure for the same-numbered year; summed from October to September, the months do reproduce RPC's fiscal-year totals exactly. Coverage: 2020-10 through 2026-08 - the months of RPC's FY2021+ reports, the first to print months. PARTIAL YEARS: 2020 holds October-December only and 2026 January-August only (FY2026 is year to date, 2025-10-01 through 2026-08-31), so their month = 'all' rows are partial sums; never compare them with a full year. month = 'all' is this platform's sum of the months (RPC publishes no calendar-year totals). The FY2012-FY2020 reports give fiscal-year totals only; they are in refugee_arrivals. Each month comes from the report of its fiscal year as archived: the FY2021-FY2025 year-end reports (FY2024 is RPC's `_updated` re-issue) and the FY2026 year-to-date report. RPC notes that historical monthly arrivals are subject to change due to reconciliation, so a later report can move an arrival between months; the FY2026 months will be replaced by the year-end report. The state concept changes: FY2021-FY2023 reports (through September 2023) count arrivals by affiliate state (the resettlement agency affiliate's state), FY2024 onward (from October 2023) by actual destination state, which RPC defines as the placement state for Virtual R&P cases and the affiliate state otherwise; for conventionally placed refugees they coincide. Refugees only: Special Immigrant Visa (SIV) recipients who receive resettlement benefits are excluded, so Afghans counted here are refugees, not SIV holders. nationality holds 50 nationalities (every one with a Georgia arrival in these reports) plus 'all' = Georgia's total, in refugee_arrivals's vocabulary. The nationality is the principal (primary) applicant's nationality: RPC counts every arriving refugee, family members included, under the nationality of the principal applicant on the case, so a family member of another nationality is counted under the principal's. The FY2021+ reports head the column 'PA Nationality' and the FY2012-FY2020 spreadsheets 'Nationality', but RPC describes the whole series (FY2012 onward) as broken down by primary applicant nationality, and the reports show no change of basis at FY2021: both eras count every individual (the national totals are RPC's admissions totals), and the national spread of nationalities tracks arrival volume across the change (55 nationalities in FY2020 and 50 in FY2021; 77 in FY2017 and 75 in FY2023). RPC does not state the basis inside the FY2012-FY2020 files themselves. Every month here is from the 'PA Nationality' reports. A 0 is a real zero: RPC prints blank cells and omits nationalities and months with no arrivals, and every row reconciles, so a zero month had no Georgia arrivals. RPC publishes exact counts down to 1 with no suppression. Statewide only: county_fips is always NULL. The FY2022 (page images) and FY2024 (fonts with no text mapping) reports were read by OCR. Every Georgia row's months sum to its total, and Georgia's rows sum month by month to Georgia's Total row in every report that prints one (all but FY2025). In the text-layer reports (FY2021, FY2023, FY2025, FY2026) every state's rows also sum month by month to the national total, which confirms each count sits under its own month.
